I've read a few posts on this and on other fan forums about the tanks in CoV.  Brute's aren't tanks but Masterminds are?

Is this true?   if one wanted to be able to PvP and psudeo tank PvE would a brute or master mind work better?

I kinda like Dual Blades but I could see them being sub par higher level maybe.

Any advice?

Master Minds have the pets to soak up the alpha strike. Since the pets are doing most of the damage, they will take most of the aggro.

Brutes are closer to scrappers but with better defense. They can't crit, but can build up furry to increase the amount of damage they do.

Usually if I'm in a group with a Brute and a Master Mind; the mastermind will send in his pets first for the alpha strike then the brute will follow up with some aggro control.

Well no one is literally a tank. The roles are different. CoV has a much more distributed-aggro situation, where it's not expected that enemies will stay glued to a meat shield.

That said, Masterminds are much better at soaking up aggro than anyone else. They can send their pets in to get attention or simply take it themselves and distribute it via Bodyguard mode. The total HP that way is far greater than what any tank would have, and replacement pets are easily summoned too.

That said, a buffed Brute can do ok as well. Brutes like aggro, as it helps them build Fury faster. They can't necessarily withstand a full team's spawn, certainly not for long, but can certainly take more than their share of attention. (Again, especially if buffs / debuffs are involved.)

So either will do if played correctly. Then again, bear in mind I'm someone who will routinely play the aggro-management role myself on a controller, dominator, or really almost anyone given workable tools.

Now as for PvP, that's less open. Ranged damage is much better than melee in PvP, with the possible exception of Stalkers (who aren't particularly Tankish at all). So you'd probably want a Mastermind - and a ranged one at that, like Robots or Mercenaries.
