A heck of a lot there depends on the dog's training.

1.) The soldiers, or at least some soldiers may have been stationed there long enough that the dogs simply got used to them.

2.) The dogs may have had some previously bad experience with those two boys, or people in a similar style of dress.

3.) The dog may have been deliberately trained to bark at anyone that looks like they might be an intruder on their owners property, in which case, yes they can be discriminative.

4.) The dog may have been trained to bark at anyone their owner did not introduce them to, remember, we don't know how the canines and those soldiers met.

Not playing MMOs, and hating every minute of it.

The dogs allegedly were not 'owned' by anyone, they were supposed to be strays that the soldiers found on that patrol.  Personally, I think it has more to do with either the dogs smelling fear, or the wheelbarrel.

You know, I looked at that video just now with the sound off and wondered what you were talking about.  I looked at it again with the sound on and the dogs don't seem like they're doing anything aggressive.  They were waggined their tails while barking, if they were aggressive they would have stiffened tails.  My neighbor has some pit bulls that do that same thing to anyone or anything that passes by.  Bark with their tails wagging, or come up the person and bark "on them".  I don't know much about dogs, but I think they were just...doing their dog thing.
