The rules are:

Open RvR Server Ruleset
Are you ready for the next challenge in RvR? Do you love the adrenaline rush of always having to look behind your back for the enemy? If so, then we welcome you to Open RvR, where you will either shine or falter in a constant battle for glory! Battle your enemies outside of the RvR lakes and affect the fate of your realm! Your Chapter 1 hub and your capital city are the only locations in the game where you have safe confines, of course that is until your city becomes under attack.

Rules:
Players are always RvR flagged from the moment they log in
Chapter 1 hubs and capital cities are safe
There is no bolster buff in RvR lakes
Players will be chickened when entering lower tiers of content

My Opinion,

I had planned on playing the "open" ruleset, but I'm disspointed to see chicken remains in the game for "open" servers.  This is not because I enjoy ganking lowbies, but I don't want to be chickenized for just zoning into a lower tier areas to do content I missed with my avatar.  As you can see from the rules "players are always RVR flagged from the moment they log in" and "Players will be chickened when entering lower tiers of content."  The rules cover nothing about actually being in combat first.  

This is most disappointing as I do like both content and RVR.  I will now stick to "core" ruleset server.  However, just my opinion on the matter, what the hell do I know.

I had this exact issue with it in beta all along.  I was legitimently trying to cap out influence in those zones as I flew past them leveling up that I had to go back to progress my story. I wish there was an easy way for them to fix it but it is tough in a PvP world.  They don't want to allow ganking...cool!  Just find a way for me to quest their, if I make the first attack, fine im chickened but if I don't attack leave me unflagged.

hmm no bolster in the RvR lakes... I was really excited about the open ruleset but now I may stick to core.

I'm actually very pleased with the open server rule set. I will definately be rolling on one to begin with.

Looks like Core for me.

I'll switch to oRvR when they make an Open server.

Looks like their codebase can't handle boosting on Open either and they are too lazy to fix it. Just a hunch but Core will have more PvP then Open,

Bravo...haven't been a big fan after my closed beta experience, but I applaud the approach of "chicken" .  AoC keeps trying to tackle this with some huge confounded multi rule system.  Why not just go the "chicken" route! No reason for max level toons to be gankning other much lower toons just because and ruining their gaming experience.

This makes absolutely no sense, you don't get boosted when you flag RvR outside the lakes on a core server. There is no reason it would act differently on an open server except they chose to make it act differently and not give the bolster.

I'm not a big fan of the chicken rule on open servers but there is pretty much no reason to go back to old content in this game. Getting a few more tome unlocks comes up all the time but I have leveled into the 30s before and never felt any desire to do this, it really is a non issue.

The only plausible issue I could have is not being able to help friends with a dungeon or lair or powerlevel them on PQs and not sure that is a bad thing in reality.

It's the buff that raises your stats to an acceptable/even level for the RvR zone of the tier you're in, eg if you're level 11 in the tier 2 zone (which is 10-19 I believe) when you enter the RvR lake you get a bolster buff that raises you to a lvl 18 equivalent. It doesn't give you any skills you would have gotten from the level though, just basic stats and hit/dmg calculations AFAIK. I believe it's intended to even out the field a bit when lower levels come up against higher within a certain tier.

However I don't see why people would mind no bolster in ORvR in lakes as entire zones are open to rvr, lakes will disappear. You'd obviously need to have it permanently on, which would most likely severely mess up PvE.

I don't see it as a bad thing either, powerleveling is annoying.

So you get turned into a chicken when going back to lower lvl areas? That sounds kinda stupid to me  if its true. I know its to stop people from ganking lowbies but. Id rather have you stay the same but there is some sort of penalty for killing lower lvl people, or just make it so Higher lvls cant attack lower lvls.

 

My reason for this is  I still would like to go to low lvl places and taunt people.  You really can't be intimidating when your a damn chicken.
