alright, so Im around level (voyage) 21 and Im planning on grinding till I can purchase the level 7 Battle ship. How would I go about doing this? What would be the best way to meet all my requirements as quick as possible. (My military equiptment is level 11 )

  First thing I would tell you is that you are thinking things wrong.

  It would be very weird if you had a lvl 7 Battleship and nothing in landbattle skills.

  I believe you are new to the game. I strongly recommend you to start with the former 30 kk quest(today the 12-or 7-kk quest). You are going to get money and seabattle experience(and the collateral gain of SB, the military equipment) that will take your ship´s ME mext to 30.

  Your own personal skills like voyage, eloquence and seabattle will go 30 or above.

   Once you have done that, try to work you landbattle skills. They are needed for the Warrior Alliance quests, which, above lvl 41, will give you a lot of Sea Battle and Bare Hand Fighting xp. And some money, either.

   Once you´re done with it, try to seek for quests that give Voyage and Sea Battle as reward. You wil get everytime closer to your lvl 7 BS.

  But for griding, I suggest BF´s(In you gunboat you will survive well in North Sea BF´s-near Oslo), but put you initial stunts in cannonfight, so you can use better cannons.

  Try to level in a balanced way. Keep always the 4 main skills (Voyage, Eloquence, Sea Battle and Bare hand Fighting) close to each other. You will sea you gonna have the best of the game this way.
