    • The Ultimate Flaw With all Things to do with The Terminator Movies!
    • There are some answers available to these questions.  As I recall, in both T1 and T2 (I won't even address that pile of crap known as T3) the resistance movement managed to penetrate that time machine operation and send one of their own back and then they blew it up so that Skynet would be denied access to it.  In a post apocalyptic world, building one of these time machine complexes is seemingly resource intense.

Additionally, even if the complex wasn't destroyed, there would be a serious issue with numerous terminators showing up in the past at the same time as it would increase dramatically the chances of the future being altered substantially.

As for why Skynet didn't already know its plan was doomed from the start, you should remember what was repeated over and over again:  the future is not set.

it may also be that skynet was aware the first terminator wouldn't succeed but as it was created from the first terminators remains it may have logically concluded that it had to let events play out the first time around to ensure its creation.  How much the future skynet knows about its own creation is somewhat ambiguous but it is plausible that it realized it needed to sow the seeds of its birth.

As for the second film, it becomes more difficult to justify a reason.  It may just be that like many humans, it simply couldn't say for certain if it was able to change the course of history or not.  If we believe that in the first one, it knew it had to send a terminator back if for no other reason than to create itself, then it may be that skynet considered the mission partially successful as it engineered its own creation and thus would have some reason to believe it could influence the past for its benefit.
