Another reason it was done was because:
You have special attacks that flash when something happens. If you had the ability to que the next power, you would miss the offensive/defensive maneuver.

There are two forts, one good and one bad. There are both in one zone and in the middle there are NPC baddies. There is no exp in this zone, just rewards and any level can play.
The object is the middle of the zone where the NPC baddies are , there is a ball, relic, etc.
The teams of PCs from good and evil try to get the ball and bring it back to their base. Your own base is also guarded by your sides NPCS.
Each team only has three powers, one that is a knock power that knocks the ball out of other player’s hands. Another can be any travel power, and one power from the player’s primary and secondary pools.
The reward would be a random buff for the side who wins the match. The buff would be for the whole side, not just the players and would last for one hour.
After the buff has disappeared, you can have another match.
I didn’t say that COX was a bad looking game. But if you want to get people and older subs back, update the graphics. People love to see their old characters in new form, trust me on this.

I can foresee that COX will be doing some mission adds in the near future. If they can make some Super Raid type stuff, it would help also.

Now why isn't CoX a huge success? Some ppl have pointed some strong points, and I'd like to comment on them:
- PvP doesn't happen everywhere: you have to go someplace to spar with your friend - that sucks.
- Missions are repetitive but not because of the maps (which could be more diverse) - it's because of the objectives: kill all enemies, find N things, kill all enemies inside the base - doesn't change much from that. If only we had more ways to solve missions (like D&DO has...)...
- It's not soloable after lvl 20-25 (except if you're playing with a Mastermind). If you solo, you'll take forever to get to max. So you must play at all times in a group - that sucks.
But the game is improving and it seems that the move from Cryptic to NCSoft was a blessing, as many improvements have been done to the game - and the future ones seem exciting as well.

I have been MMO jumping the past couple of months and I finally settled down to COH. I am burnt out on the Fantasy genre. I have played Fantasy sine UO to EQ2 and everything in between. COH is a breath of fresh air, just like Tabula Rasa. With Conan and Warhammer coming out, I doubt it affects COH. But when Champions releases, that will be a different story.
