It's not about whether they want to annoy the customer or not - it is however easy to see AoC could easily use 3-4 more development months.
That they still release (with no direct rivalry from other games unless you'd count Hello Kitty Online ^_^) means that most probably they're running low on funds.
So they have to accept releasing an instable game with a lot of rough edges to support further development. Nothing they can do about it, however this did kill a bunch of games already, the most extreme (and most sad) example is Vanguard, which had insanely well thought-out classes and setups, and nothing else.

stricly with performance in mind, with the graphics of this game... it seems like a smart move . One thing I've learned from other mmos is that large scale pvp is worthless if its nothing but lag spikes and disconnects. With 96 players in a battle, should be plenty to test any system.
Yes, after months of WoW's polygonial-styled graphics they do seem amazing, but compared to even intentionally weaker-graphic games like Sins of a Solar Empire, they're just... I dunno.
I fail to see how they manage to cram such a lagginess into such bad detail and overall quality.
