Read through the millions of other posts about Eves combat system. it's not something easily summed up.
But to answer your questions. Yes, movement matters and there are many different tactics but it is not about twitch flight sim style combat and NO combat is not just skill points and items. Well it may be that way in PvE but in PvP there are a ton of factors.
PvE combat does not equal PvP combat at all. They are extremely different.
Neocron is actually in a decent spot right now, all the latest patches put the game in a state I would say is about the same as it was at launch in terms of fun, some things are better. Plus they dropped the price to 5 euros a month but the publisher Tentacle recently went under and the billing department started closing accounts but Reakktor actually stepped in and now the game is free (for how long I dont know. If you have had a Neocron 2 account in the past you can now login and play for free.
There is some group pve content but it's more in the complex running. While this is pve it isn't anything like a traditional dungeon or raid type of situation. Since you like grouping there is lots of that in pvp and there is some grouping for corp mining operations. So basically while there is pve content it is limited and does take a backseat to the pvp content.
Skills train while offline in real time. There is no advantage to playing more when it comes to your characters skills but there is a financial benefit to playing more and just plain gaining game play experience which counts for a lot more in Eve than most other MMOs. The money to replace losses and the knowledge to avoid losses are far more valuable than characters skill levels.

Let me guess, you rolled a Caldari character and aske dyour questions in the starter corp chat. Caldari noob chat is almost as bad as barrens chat in WoW.

The Minmatar starter channel is a great place, very helpful people there and very few asses unlike the Caldari one. I don't know what the Amarr and Gallente ones are like.
The devs have stated they they plan to continue the game for another 10 years atleast.
