From the dev I spoke with at PAX, book 15 should be on the regular schedule then MoM when it is polished and ready.
Very nice move by Turbine getting Warner Bros to get the game on store shelves. This was the company that pretty much decided who won the Blu-ray vs HD-DvD battle.

I think this could be a big precursor to Mines of Moria potentially. As it has been stated over and over, LoTRO has a very casual playerbase, so the average player probably plays less time per session and less times per month then a lot of other MMO's out. This means there servers can overall probably hold more total players, but if those players all play concurently, big problems.
When MoM launches, all the existing players plus alot of returning players are going to be all coming on to the same servers that have been online since launch. I expect a pretty big overload and they potentially need to open a new 1 or 2 servers if these current issues are population related.
