You have a higher grade CPU and double his ram (not sure why.. you're on 32 bit). Who knows.. your system could simply be configured better, but same rig but with intel you'd gain better performance. 60fps is fine so there'd be no point in making the switch.
Yeah I know well i got a good deal on this CPU and so far it's handled everything I have thrown at it. next time I do upgrade which will be next tax season I will shooting for a Quad Core Intel. I am using the 4GB since I plan to upgrade to a 64 bit system wish I would have went with ultimate at the time and had both discs lol. Not sure if it's configured better I know my stuff runs really cool since I use an after market cooler for the CPU and not the stock one with really nice heat spreaders. Thats one performance killer as you said is heat. I boot my GPU fan up to like 50-60% at least and it keeps it super cool. But yeah I do wish i would have went with the Intel over the AMD but I hadn't upgraded for awhile I still had a decent PC and didn't read up on alot of stuff which I wish I would have. The 6400+ has been good though and it's on par with some Intel Core 2 duo's. But I know alot of the lower AMD X2's run like crap compared to the intel counterparts of them.
But with a 5200+ I would expect decent performance. I know anything usally in the 4000's for AMD bottleneck the 8800's your probably getting some bottle necking.

I was getting 50-60 yesterday after the patch but today, after they changed the servers, I cannot get above 40 low in conal's valley. I could play on High with shadows on and 2x AA yesterday and get 50-60 fps in White Sands. Sort of upset at the moment.
Also any CPU other then core2duo and above is a bottleneck to g8 and g9 series. They're based off intel chipset not AMD. Any AMD CPU will bottleneck nvidia cards.
Need to also consider background applications.. anti-virus, firewalls, etc.
You also could have malware or a virus on your system.
The list goes on as you see.. there's a lot of limiting factors.
If you're getting above 30fps at the least then you shouldn't be complaining. 30 or more is perfectly fine. You then need to consider how many people are in the area, npcs, flora, etc. You don't have a rig that should be running everything fully maxed out. It'd be wise to turn down some of the lesser important things.
Also if you aren't running high resolution then disable AA. It's pointless on anything below 1600x1200.
Over heating can cause performance drops too.
As said, the list goes on.. there's a lot that comes into play. Even something as simple as a defrag can put the game on your HDs outside sectors and increase your FPS. Every little thing adds up.
Anyway, good luck. I suggest you try several different things and see if you can get some more juice out of your hardware.
